Getting turned away at the Receita Federal is frustrating but not unusual. Roughly one in ten foreigners gets rejected on their first attempt. The instinct is to go back the next day with the same documents and hope for a different clerk. That almost never works.

The common reasons

Most rejections come down to a few specific causes: a formatting issue with a family member's name on the form, a proof of address document that looked valid but is routinely rejected, going to an office that does not process foreigner applications, or a passport detail that the clerk could not verify.
