How to Get a CPF in Salvador: Step-by-Step Guide for Foreigners
Salvador is the cultural heart of Brazil. It was the country's first capital (1549-1763), the centre of Afro-Brazilian culture, and home to the largest street Carnival in the world. Whether you are here for the beaches, the capoeira, the food, or the music, a CPF will unlock the full experience. Here is exactly where to go, what to bring, and what makes getting a CPF in Salvador different from other cities.
Best places to get a CPF in Salvador
Salvador has a unique advantage. Since mid-2025, Bahia's SAC (Servico de Atendimento ao Cidadao) network partnered with Receita Federal to offer CPF services for free. This is specific to Bahia and not available in most other states.

Where foreigners stay in Salvador
Barra is the top pick for most visitors. At the southern tip of the peninsula, home to the iconic Farol da Barra lighthouse and Porto da Barra beach (CNN's top 50 beaches in the world). Walking distance to both SAC Barra and Correios Shopping Barra. Visible police presence, good restaurants, and the best sunsets in the city.
Rio Vermelho is the bohemian quarter. Lively nightlife, live music, and the best acaraje in Salvador. Home to the annual Festa de Iemanja (February 2nd). Attracts younger expats and digital nomads. Cheaper than Barra.
Pelourinho is the UNESCO World Heritage historic centre. Stunning colonial architecture, cobblestone streets, the gold-covered Church of Sao Francisco. Better for visiting than living. Has its own Correios branch at Largo do Cruzeiro de Sao Francisco.
Pituba / Itaigara are upper-middle-class residential areas. Modern apartments, shopping malls, quieter. Further from beaches but has multiple Correios branches and better long-term infrastructure.
Salvador-specific tips
Bahian time is real
Everything takes longer in Bahia. This is a genuine cultural difference, not a stereotype. Meetings start late, food takes longer to arrive, bureaucratic processes move at a relaxed pace. Do not show frustration. Patience and kindness are expected. The staff will be friendly but unhurried. If you are used to São Paulo speed, adjust your expectations.
Carnival warning
If you are in Salvador during Carnival (late February to early March), all government services are essentially shut down for about a week. Get your CPF before or well after Carnival. Ironically, you need a CPF to buy electronic abadas (Carnival bloco tickets). Plan ahead.
Weather and comfort
Salvador is tropical year-round: 26-31C. The humidity is intense. SAC Barra and Correios Shopping Barra are air-conditioned inside the mall. SAC Comercio may involve waiting outdoors. If heat is a concern, choose the Shopping Barra options.
Language
Very little English is spoken at government offices in Salvador. Basic Portuguese phrases are essential. GET CPF includes a Portuguese cheat sheet with the exact phrases you need at the counter.
After your CPF in Salvador
With your CPF sorted, Salvador opens up:
- ✓ iFood delivery: Order acaraje, moqueca baiana, cocada, and the best Bahian food delivered. iFood requires a CPF to register.
- ✓ Pix at the beach: Beach vendors at Porto da Barra accept Pix. Buy coconut water, beer, and acaraje from barracas (beach shacks) using your phone. No cash needed.
- ✓ Phone plan: With your CPF, all carriers (Vivo, Claro, TIM) are available. Vivo generally has the best coverage in Salvador.
- ✓ Bank account: Open Nubank, Inter, or C6 Bank in 15 minutes via their apps. This unlocks Pix, which is used everywhere in Salvador.
- ✓ Island trips: The ferry to Itaparica and boats to Morro de São Paulo are easier with Pix. Small boats and local guides all prefer Pix over cash.
Food you need to try
Salvador's food is unlike anywhere else in Brazil. These are Afro-Brazilian specialties you will not find done properly outside Bahia:
- ✓ Acaraje at Rio Vermelho. Deep-fried black-eyed pea dough filled with shrimp, vatapa, and caruru.
- ✓ Moqueca baiana. Coconut milk fish stew with dende (palm oil). The dish Bahia is famous for.
- ✓ Cocada. Coconut sweets sold by street vendors everywhere.
- ✓ Mercado Modelo in the lower city (near Elevador Lacerda) has food stalls with local cuisine. Bring cash for the stalls.
Getting around after your CPF office visit
If you do your CPF at Shopping Barra, you are steps from Farol da Barra lighthouse and Porto da Barra beach. Celebrate with a sunset walk. If you go to Correios Comercio or SAC Comercio, you are near the Elevador Lacerda (R$0.15 ride, the world's first urban elevator, built in 1873). Take it up to Pelourinho and explore the historic centre.
