How to Get a Phone Plan in Brazil as a Foreigner

Brazil runs on WhatsApp. Your landlord, your dentist, restaurants, delivery drivers, everyone communicates through it. Getting a proper phone plan with unlimited WhatsApp and good data is not a luxury here, it is essential infrastructure. This guide covers everything: the best carriers, prepaid vs postpaid, eSIM options, and why your CPF unlocks the plans worth having.

Prepaid is fine for a week. After that, it is painful.

When you first arrive, you probably picked up a prepaid SIM. It works. But prepaid plans in Brazil are expensive per GB, expire if you forget to recharge, and you get deprioritised on the network when it gets busy.

Brazil's postpaid plans are genuinely great value. For R$55-80/month you get 15-25GB of data with unlimited WhatsApp, which is how the entire country communicates. Everything from your landlord to your dentist to the local restaurant sends you messages on WhatsApp.

The catch: every carrier requires a CPF to sign up for postpaid. No CPF, no proper plan. You stay on prepaid, paying more for less, topping up at the padaria like a tourist.

Let us put the numbers in perspective. A prepaid plan might give you 5GB for R$30, valid for 15 days. That is R$60 per month for 5GB. A postpaid plan gives you 20GB for R$65 per month, plus unlimited WhatsApp, unlimited calls, and consistent network priority. The postpaid plan is roughly three times better value.

TIM often has the cheapest plans and solid coverage in cities. Popular with budget-conscious users. TIM's postpaid plans frequently include extras like streaming service subscriptions (Netflix, Deezer) bundled in. If you are looking for the lowest monthly cost with decent coverage in urban areas, TIM is worth considering.

All three require a CPF for postpaid plans. You can sign up online or in-store with your CPF and passport. The whole process takes about 20 minutes.

There are also MVNOs (Mobile Virtual Network Operators) like Surf Telecom and Algar Telecom that operate on the major networks. These can offer competitive prices but usually have more limited customer service. For most foreigners, sticking with the big three is the safest bet.

How to sign up for a postpaid plan

The process is straightforward once you have your CPF:

• 1. Choose your carrier (Vivo for coverage, Claro for urban areas, TIM for budget)
• 2. Visit a carrier store or download their app
• 3. Bring your CPF number and passport
• 4. Choose a postpaid plan (R$55-80/month for 15-25GB is the sweet spot)
• 5. Get your SIM card installed or activate eSIM
• 6. Set up automatic payment through your bank app

If you go to a physical store, be prepared for a wait. Brazilian carrier stores can be busy, especially on weekends and around lunch time. Going early on a weekday morning is your best bet for a quick experience.

One tip: if the store staff do not speak English (common outside major city centres), having your CPF number, passport, and the phrase "quero um plano pos-pago" ("I want a postpaid plan") will get you 80% of the way there. Google Translate handles the rest.

eSIM makes it even easier

If your phone supports eSIM, Vivo and Claro both offer eSIM activation. You can set up your plan without visiting a store. Download the carrier app, enter your CPF, choose a plan, scan the QR code. Done.

eSIM also has a practical advantage for foreigners: you can keep your home country SIM in the physical slot while using the Brazilian eSIM for your local plan. This means you can still receive texts and calls on your original number (useful for two-factor authentication on international accounts) while using the Brazilian plan for daily data and WhatsApp.

Keeping your number when you switch

For receiving calls from abroad, your Brazilian number works normally. Give your family and friends your new number and have them call via WhatsApp to avoid charges on their end.
